The authors offer a backwards look to a defining period in reforming health crisis expertise in the 1990s. The place occupied by scientific dynamics in prions in the relationship between science and public decision invites us to see in the "mad cow" a powerful machine questioning the modalities and sense of a deep, sustainable transformation in how to govern the health risks.
