Summary

Announced as a priority of the Mauroy Government, the 1982 Law of Orientation and Programming of Research aimed at boosting public research while setting up an overall system capable of mobilising energy and means around national priorities. Standardising the statutes of research organisations, creating the statute of researcher and granting tenure to staff was intended to encourage creativity, favour mobility and stimulate innovation. Eighteen years later, what assessment can be made of this Law?
